Resident Cards
Proof of residence will show a current address within the boundaries of the Library District. A resident must present two (2) forms of identification, including a photo ID and one (1) of the following:

Car registration

Current utility bill
-
Lease agreement
-
Property deed
-
Current property bill
-
Current bill from major charge account
-
Bank issued check
Name and address of the second form of identification must match the applicant's photo ID. Application forms must be completed and signed in person and verified by a library staff member. Library cards are valid for three (3) years from date of issuance.
Contactless/Remote Registration
For your convenience, the library offers contactless library card registration. To get a library card, please apply online in 4 easy steps:

Take a selfie

Take picture of your Driver's License

Take a picture of a current utility bill (name and address must match DL)

Email everything, along with a current telephone number, to librarycurbside@mail.meridian223.org
Non-Resident Cards
The Julia Hull District Library provides a library card for purchase by people living in the Winnebago County portion of the Meridian CUSD 223. Applicants must provide a picture ID with current address and one (1) of the following:

Current property tax bill (homeowner)

Current lease or rent agreement (renter),
which will be used to calculate the cost of the non-resident card for one (1) year.
Business/Property Owners
The right to use the Julia Hull District Library is extended to non-resident owners and lessees of taxable Julia Hull District Library property or businesses. Cards will be issued upon completion of an application form, presentation of proper identification and a current property tax bill or proof of business location within the Library District, such as a current utility bill, lease agreement, property deed, or current bill from a major business charge account. Upon successful completion of the application process, the business owner will be issued one (1) card which will be valid for one (1) year. Privileges and use of the library is extended to only one (1) such non-resident for each parcel of taxable property (23 IL ADC 3050.70). Use is limited to the individual whose name appears on the card.
Temporary Cards
Temporary Julia Hull District Library cards will be issued to the following individuals with verification of residency within Library District boundaries:

Foreign exchange students

Nanny/Au pair workers
-
Live-in caregivers
The temporary card will be valid for a period of up to one (1) year from the date of issuance, depending on the length of a temporary cardholder's stay.
Patrons applying for a temporary card must present a photo ID and one other form of ID with their name and the address of their temporary residence.
